The New York Lottery began in 1967 as the third modern U.S. lottery after Puerto Rico’s began in 1934, and New Hampshire’s in 1964. It provides revenue for public education, and is based in Schenectady.

Prior to 1966, there were no government run lotteries in the State of New York. Following voters’ approval of a change to the State Constitution a year earlier, the modern New York State Lottery has become an important contributor to the State budget.

Prior to the 20th century, lotteries were used in New York to raise sales’ revenue for non-educational needs. New York City Hall was built in part with lottery proceeds.

Other lotteries helped build and repair canals, roads, ferries, and bridges. Lotteries also were held for non-public needs. They helped develop New York City’s manufacturing industries. Churches were built, rebuilt, or improved, with lottery funds.

It is the country’s largest local lottery and the most profitable as well. Profits in the billions of dollars are redirected to the New York education system, and the contribution of the lottery makes up 15% of the entire educational aid budget towards local school districts.

On November 8, 1966, New Yorkers voted to approve a constitutional amendment authorizing a government-run lottery. The referendum passed with over 60% in favor. The proceeds of the Lottery were to be “applied exclusively to, or in aid or support of, education.”

THE ESTEBLISHMENT OF NEW YORK LOTTO

 

In 1967, the New York Legislature created a Division of the Lottery and a Lottery Commission within the Department of Taxation and Finance. The Lottery later became an autonomous unit within the Department of Taxation and Finance. Under the New York State Lottery for Education Law, the Director of the Division of the Lottery has full authority over the administration of the Lottery.

 

 

The Lottery began in 1967; its first slogan was “Your Chance of a Lifetime to Help Education”. It has generated over $34 billion in aid to education revenue.

Sales were suspended for about nine months in 1975-76 due to a scandal. The first big winner of the Lottery was Lou Eisenberg, who won $5,000,000 in 1981; in that era, winners could not choose cash in lieu of annuity payments.

The New York Lotto has a great starting jackpot of $2,000,000. The average jackpot win is $12.43 million, which is a substantial amount in itself. The age requirement for entering a lottery in the state of New York is 21 years old.

There are 6 different prize divisions for the New York Lotto. The overall chance of winning the lottery lotto is 1 in 46.02, while the chance of a jackpot win is 1 in 45,057,474.

The jackpot is won if a person chooses all 6 numbers to match those drawn. In order to win the second division of the lottery, players must choose 5 out of 6 numbers correctly, plus have chosen the number that matches the special Bonus Ball drawn on the night.

By matching three numbers, players will receive $1.00, the equivalent to one free game. The other divisions are made up of a percentage of the prize pool. Unlike most lotteries, not only the Match 6 division but also the Match 5 and Bonus prize division can rollover, so if there is no winner in either top two divisions, both those prizes can roll over until they are won.

An agreement between Mega Millions and Powerball was reached in October 2009. All lotteries then with either game were allowed to sell tickets for both games beginning January 31, 2010.

On February 1, 2013, the New York Lottery’s operations were merged with that of the New York State Racing and Wagering Board to form the New York State Gaming Commission.

As the half-century mark of New York’s modern Lottery approaches, voters in the State were once again asked to consider a major change in public policy related to legalize gaming.

New York Lotto’s largest ever jackpot won was $65,000,000! This was won on 30th June 2007, by a player named Degli Martinez, who was an immigrant from Paraguay living in Queens, New York. Martinez is best known for being the player who very nearly missed out on his fortune, after throwing away his winning ticket by accident. The New York lottery is drawn twice a week on Wednesday and Saturday nights at 11:21pm.

The draw itself is monitored by lottery officials and also being broadcasted live locally throughout the state of New York in order to allow lottery transparency.
